I see that option 3 excludes WF2, and only WF3 is under<others> tag. I would like to know why it was considered as the one of the correct answers, while option 4 includes all Web Fragments?

Can you please explain as I could not find the explanation on the spec that will help me understand why option 3 is correct?

Option 3 says <others/> at second position so it will include WF2 in the second position (WF1 and WF3 are already mentioned explicitly).
Option 4 is wrong because there can only be one <absolute-ordering> element in a web.xml as per 8.2.2 of Servlet 3.1 specification.
