Option 1 says, "The query may have one or more Roots." while option 2 says, "The query must have at least one Root."

Why do you think they are same?

Since the sentence "at least one root" = "one or more roots" , right ?

No, option 1 does not give any indication about zero roots (whether having no root is valid or invalid). While option 2 indicates that zero roots is invalid.

this option # 3 also looks correct to me because you cannot write a Criteria API Query without a Root.

In my opinion, if option 1 is correct, option 3 might also be thought correct. Since option 1 does not give any indication about zero roots, it could be used in the wrong way. Option 2 is therefore better dan option 1, and you might treat option 3 even as good as option 1.
