SOA vs. Web Services
SOAs may be implemented by Web services but Web services are not necessarily required to implement SOA.
Just for the sake of discussion, I think I can understand the first half of the statement above, but the 2nd part is not clear.

If "web services are not necessarily required to implement SOA", how else can web services be done?

SOA is an architectural style that can be implemented by various protocols. Just to name a few: CORBA and Jini.
