Question says "In which of the following deployment scenarios may a bean client be able to access a session bean?"
Option 3 and 4 also must be true,
"Bean client and the bean are in same JVM and the bean has a no-interface view."
Because client and bean can packaged with the same ejb package. In this case bean client be able to access bean. Question uses "may", "may a bean client be able to access a session bean?"

The options don't say that both are packaged in the same application, which is a requirement as explained in the explanation. The options only say that they are in the same JVM.

Question talks about possibility
Option 3 and 4 say that client and bean are in the same jvm, also they may be packaged in same application, in this case they client can access session bean. if bean and client in the same jvm, there is possibility to access bean.may a bean client be able to access a session bean

"may be" has now been changed to "will be" to avoid this confusion.
