Hi,
I think the question is a little ambiguous.

If a programmer creates other threads without having had modified the priority of any.. the priority will be always NORM_PRIORITY as it's the default value.

That is true but the statement is still incorrect because the default priority of a threads depends on the priority of the creator thread.

well the main thread is always NORM_PRIORITY.. so unless it has been explicitly set to other priority as you state in the question it will get a NORM_PRIORITY.
However I understand your point.. in general you cannot guarantee that but still is super tricky.

The point of such questions is to make sure you are alert and well prepared. So I would suggest not to be worried too much if you get it wrong. Just make a mental note to be alert on the exam :)

Really awesome questions! I am loving solving and reading each and every question in the tests. Hope to score good or at least pass the real exam.
