I got this question wrong because I misinterpreted what the question wanted. I was aware of what turned out to be the correct interpretation; I just had to choose what I thought the question was asking, and I picked the wrong option.
In the actual exam, will there be some kind of proctor from whom I can ask for clarification if a question seems ambiguous, or will I just have to try my best to figure out what they mean?

No, there will be no such proctor available. You have to go with your judgement. But I would suggest you to not worry about it. Most of the questions will be very clear about what they mean.
