Since Oracle moved to online testing, are we allowed to use a blank sheet of paper to help us solve questions on the OCP Java 21 exam? I imagine it would be difficult to read blocks of code and try to trace the execution, or at least use the paper to jot down wrong answer choices.

No, using pen and paper is not allowed. There is an in-app notepad on which you can scribble stuff. You may also use chat with proctor window to type notes.
