Hi all,
imho the design is misleading because messages "MessageContext" are reversed
MessageContext.MESSAGE_OUTBOUND_PROPERTY = false -> inbound in webservice
MessageContext.MESSAGE_OUTBOUND_PROPERTY = true -> outbound from webservice

You can have Handlers on the client side (like in this example) and Handlers on the server side. The picture is showing the Handlers on the client side and the corrections you have made are for the Handlers on the server side.
I must admit that the question is not clear about on which side the Handlers are configured. I will add that to the question.
The following picture gives an example of both client and server side Handlers. You can see how the Message_Outbound_Property changes.
