No, that is not a cause of compilation failure as explained in the given explanation for this option.

Option 4 says ANGLE field is not initialized but it is initialized.

Hm, yes... Although, the helpful blue text explaining why this option is incorrect makes it seem as though it is not initialized.
Since it is a static field, it will get a default value of 0.0.
