Guys, I'm afraid that the <name/> element cannot be omitted?
It should have been:
WF1:
<ordering>
<before><name>WF2</name></before>
</ordering>

Hello, the same fix is needed for ordering definition of WF3.
In guestion stays:
WF3:
<ordering>
<after>WF1</after>
</ordering>

In explanation is correct definition
...Since WF3 has <after><name>WF1</name></after>...
