<body-content> element is used to specify the types of body content which the action used in the JSP.
But it can have four values:
-empty
-tagdependent
-JSP
AND -scriptless The body must not contain any traditional JSP scripting elements. Only template text, EL expressions and nested JSP actions.

Am I mistaken?

You are right. It has been mentioned in other questions but apparently missed in this one. This has now been added.
