Hi,
I think answer of this question should be soap:Client instead of soap:MustUnderstand.
As mustUnderstand is when header is present and mustUnderstand attribute has value ="1" and server could not understand or process that header. But in this case client is not at all sending mandatory header. So problem with message received from client so fault should be soap:Client.

Yes, the option has been changed. Note however that updates are not instant. It will take some more days before the update will be available.
