I think that the question lacks the information that none of the SLSB already exist.

What if the pool of SLSB is ready, and upon business method invocation one of these SLSB's are served to the client? No newInstance() and no @PostConstruct will happen, right?

If the bean is already in the pool, the constructor and @PostCreate will not be invoked for this call. But they have already been invoked before. So you can assume that they have been invoked.
