Just a note: 3rd option's explanation ends with incomplete sentence:
Include action is a dynamic include. Every time index.jsp is requested, copyright.html is evaluated and its output (which would be same as copyright.html content) will be inserted into the output of index.jsp. This is very inefficient because copyright.htm
